Jurong Lake District
Town Hall Link white site: offices and up to 1,200 homes near Jurong East EC
URA has put a 3.72 ha mixed-use site in Jurong Lake District up for tender. Bids close on 17 November 2026. Here is what is planned and why it matters.
- 3.72 ha white site next to the Jurong Town Hall monument, 99-year lease.
- At least 40,000 sqm of offices, up to 1,200 homes, plus shops, a supermarket and a food court.
- It is a smaller piece of the 6.5 ha master developer site that URA did not award in 2024.
- Tender closes at noon on 17 November 2026.
On 3 July 2026, URA launched the white site at Town Hall Link for tender. It is the first big piece of the new Jurong Lake District precinct to be sold. It sits next to the Jurong Town Hall monument, on the other side of Jurong East MRT from the Jurong East EC site.
What can be built
| Site area | 37,227.7 sqm (3.72 ha) |
| Maximum floor area | 186,139 sqm |

| Homes | Up to 1,200 flats, plus up to 24,000 sqm of serviced apartments |
| Retail | 20,000 to 44,000 sqm, with a supermarket and a food court of at least 1,000 sqm each |
| Other | Hotel, sports, community, clinics, attractions, childcare centre of at least 800 sqm |
| Height | Up to 140 m in the high-rise zone |

The development will also house a district cooling plant and the central station of a pneumatic waste system that the rest of the new precinct can plug into.
Second try after 2024
URA first tried to sell a much bigger 6.5 ha master developer site here in June 2023. Only one consortium bid, at $6,888.90 per sqm of floor area (about $640 psf ppr), and URA rejected it as too low in September 2024. Town Hall Link is a smaller slice of that land, which should be easier for developers to take on.
What it means for Jurong East EC buyers
- More jobs nearby. At least 40,000 sqm of new offices is a start on URA’s plan to grow office space in the district from about 200,000 sqm to 1.4 million sqm.
- A busier Jurong Gateway. New shops, a supermarket, a food court and a hotel add to what is already at JEM, Westgate and IMM.
- A signal for the EC tender. The bids on 17 November will show how keen developers are on this part of Singapore, a few weeks before HDB launches the Jurong East EC site.
