New EC rules: 10-year MOP, 90% of units for first-timers and no Deferred Payment Scheme
MND overhauled the EC scheme on 8 May 2026. Jurong East EC falls under every one of the new rules. Here is what changed.
- MOP doubled from 5 to 10 years. Anyone can buy from the 15th year.
- 90% of units go to first-timer families, up from 70%, for two years instead of one month.
- Deferred Payment Scheme removed.
- Applies to EC sites whose tender closes on or after 8 May 2026.
On 8 May 2026, MND announced the biggest change to ECs in years. The rules apply to EC sites whose land tender closes on or after that date, which includes Jurong East Avenue 1.
| Old rules | New rules (Jurong East EC) | |

What it means for you
- First-timers have a much better chance. Nine in ten units are kept for you for the first two years.
- Upgraders compete for the other 10%, about 73 units at Jurong East. There is another ballot for second-timers two years after launch.
- Plan to stay. With a 10-year MOP, buy somewhere you are happy to live for a decade.
- Without the Deferred Payment Scheme, you pay in stages as the building goes up, so plan your cash and CPF flow from the start.
The income ceiling was raised separately in August, to $18,000. See who can buy.
