Jurong Lake District: what is being built, and when
Jurong Lake District is the 410 ha area around Jurong East MRT and Jurong Lake that URA is turning into the biggest business district outside the city. I went through URA’s own documents, including the planning guide it released in July 2026, and put the useful parts in one place. Every number links to where it came from.

Jurong Lake Central, the new 120 ha precinct
Most of the change will happen south of Jurong Town Hall Road, on about 120 ha of land between Jurong Gateway and the lake. URA calls it Jurong Lake Central. It will have offices, homes, shops, hotels and entertainment, and it will connect to Jurong East MRT through bridges, an underground link and tree-lined streets.[2]
The July 2026 planning guide sets some rules that will shape what it feels like on the ground:[2]
- The whole district is gazetted as car-lite. The target is for at least 85% of trips to be on foot, by bike or by public transport by 2035.
- Main roads will be Transit Priority Corridors, with bus-only lanes, wider footpaths and cycling paths. New cycling paths will be 2.5 m wide, wider than today’s 2 m standard.
- Car parks, drop-off points and loading bays go underground, and basements will connect so cars and lorries don’t need to use the streets.
- At least 20% of each site has to be an open-air courtyard at ground level, open to the public, with at least a quarter of it planted with trees.
- Buildings sit right at the street edge with covered walkways, and wind corridors are kept open to cool the area.
- Everyday needs should be within a 10-minute walk, cycle or bus ride.
The new precinct will also run on a district cooling plant and a pneumatic waste system, both housed in the Town Hall Link development.[3]
The Town Hall Link white site
This is the site to watch in the next few weeks. In 2023 URA tried to sell a 6.5 ha master developer site here, hoping one big developer would start the new precinct. Only one consortium bid, at about $640 psf ppr, and URA turned it down in September 2024 as too low.[7]
In July 2026 URA went again with a smaller 3.72 ha piece next to the Jurong Town Hall monument. The tender closes at noon on 17 November 2026.[4] How many developers bid, and at what price, will say a lot about how confident the market is in the district. I’ll post the result on the updates page the day it comes out.

MRT lines and transport
By 2032 the district will be served by four MRT lines. The dates below are LTA’s and URA’s latest. Some older pages still say the Jurong Region Line opens from 2027, but LTA’s page, updated in March 2026, says 2028.

Jurong Gateway Hub
Right next to Jurong East MRT, the hub that used to be called the Jurong East Integrated Transport Hub is now Jurong Gateway Hub. It is due by 2028 and will have a new bus interchange, a regional library, a community club, sports facilities, offices and shops.[2]
Gardens, Science Centre and heritage
Jurong Lake Gardens
A 90 ha national garden around the lake, Singapore’s third and the first in the heartlands. Lakeside Garden opened first and won an Urban Land Institute award in 2021. The Chinese and Japanese Gardens reopened after their makeover in 2024. The lake itself is about 70 ha, with more than 10 km of waterfront.[10]
The new Science Centre
Designed by Zaha Hadid Architects with Architects 61, beside Chinese Garden MRT and facing the lake. MOE first said it would open around 2027, the Science Centre’s 50th year.[13] URA’s July 2026 guide now says around 2028.[2]
Jurong Town Hall
Finished in 1974 and designed by Architects Team 3 under Lim Chong Keat, it is a national monument and a symbol of Jurong’s industrial years. URA plans a view corridor and public walkway linking it to the old Science Centre building.[2]
What it means for Jurong East EC
The Jurong East Avenue 1 EC site sits just outside the district, in the Yuhua estate. It’s about 500 m from Toh Guan station, one stop from Jurong East, and about 1.2 km from the interchange itself. So you get the district’s jobs, malls and gardens nearby without living in the middle of a construction zone.
My honest view, as someone who follows this area:
- The timing lines up. The EC should be ready around 2031. By then the Jurong Region Line (2028), Jurong Gateway Hub (2028) and the new Science Centre should be open, with the Cross Island Line following in 2032.
- Jobs nearby matter for an EC. With a 10-year MOP, you’ll live here a long time. Having offices growing from about 200,000 sqm to a planned 1.4 million sqm next door makes it easier to live near work.
- Don’t buy only on the masterplan. The master developer site failed in 2024, and URA itself says full build-out takes 20 to 30 years. Much of the new precinct will still be under construction while you live here.
- Watch the Town Hall Link result. Strong bids on 17 November would show developers are confident about the district, and could push up land bids nearby, including for the EC site in December.

How big is Jurong Lake District?
About 410 hectares, according to URA. That covers Jurong Gateway around Jurong East MRT, the new 120 ha Jurong Lake Central precinct, Jurong Lake Gardens and the International Business Park.
How many jobs and homes will Jurong Lake District have?
URA plans for 100,000 new jobs and 20,000 new homes when the district is fully developed, which it expects to take 20 to 30 years and beyond. Today the area around Jurong East MRT has about 185,000 sqm of office space and about 2,000 homes.
Which MRT lines will serve Jurong Lake District?
Four. The North-South and East-West lines are already at Jurong East. The Jurong Region Line opens in stages from mid-2028, and the Cross Island Line Phase 2 adds a Jurong Lake District station in 2032.

MOE and the Science Centre Board first said around 2027. URA’s Jurong Lake District guide from July 2026 says around 2028. It sits beside Chinese Garden MRT on the edge of Jurong Lake.
Is Jurong East EC inside Jurong Lake District?
It is just outside it. The Jurong East Avenue 1 site is in the Yuhua estate, about 500 m from Toh Guan station on the Jurong Region Line and about 1.2 km from Jurong East MRT, the heart of Jurong Gateway.
Is Jurong Lake District a second CBD?
People often call it that, but URA’s own wording is the largest mixed-use business district outside the city centre. It is meant to bring jobs closer to the million or so people living in the West.
