Jurong East EC launch timeline
Nothing is on sale yet, and won’t be before 2028. Here’s what happens and roughly when. Dates after the land award are my estimates, based on how other ECs went.

How the EC launch works
E-application
When the developer launches, there’s an e-application window of one to two weeks, usually around the showflat preview. You submit your household details, and this is when your income, citizenship and property ownership are checked.
Ballot and booking
Everyone who applied is balloted into a queue to choose units. Here, 90% of units are kept for first-timer families for the first two years. Second-timers choose from the other 10%, and there’s another ballot for them two years after launch if units are left.
Booking and payments
When you book, you pay 5% in cash for the Option to Purchase. The Sale and Purchase Agreement follows a few weeks later, with the rest of the 25% downpayment. After that, the bank loan pays out in stages as the building goes up. There’s no Deferred Payment Scheme here.
What the dates mean for you
First-timers
Your income is checked when you apply in 2028, not now. If you’re close to $18,000 a month, keep that in mind. Try to keep enough in your CPF Ordinary Account for the downpayment.
HDB upgraders
Your flat must have finished its MOP before you apply, and you must sell it within six months of the EC’s TOP (around 2031). Many upgraders stay in their flat until then, so they only move once.
Private owners
The 30 months are counted back from the day you apply. If your sale completed by late 2025, you’re clear for a 2028 application. Later than that, you may not be.

Timeline questions
When is the Jurong East EC tender?
HDB should open the tender for the Jurong East Avenue 1 site in December 2026. The exact date goes up on HDB’s GLS page when it opens.
When will the Jurong East EC showflat open?
Not until the developer is chosen in 2027 and gets its approvals. For recent ECs, the showflat opened about 12 to 18 months after the land was sold.
How does the EC e-application and ballot work?
You submit an e-application during a window of one to two weeks. Everyone is then balloted, and you book a unit in your ballot order. Here, 90% of units are kept for first-timer families for the first two years. Second-timers pick from the other 10% and get another ballot two years after launch.
When is the expected TOP for Jurong East EC?
Around 2031, if it launches in 2028 and takes the usual three years to build. The 10-year MOP starts from TOP.
