This is a quick check against the published rules. Only HDB can confirm your eligibility, and your income is checked when you apply in 2028.

The four main rules

Jurong East comes under the new 2026 rules. The ECs on sale today are still under the old ones, so don’t compare them one to one.

$18k

Household income ceiling

Raised from $16,000 at the National Day Rally on 23 Aug 2026, for EC tenders closing on or after 24 Aug 2026. You apply as a citizen + citizen or citizen + PR family, and income is checked when you apply.

10 yr

Minimum Occupation Period

Announced by MND on 8 May 2026. After 10 years you can sell to citizens and PRs. From the 15th year, anyone can buy.

90%

Reserved for first-timers, two years

For the first two years, upgraders can only pick from the other 10%, and pay a resale levy if their last flat was subsidised. Second-timers get another ballot after two years.

30 mo

No private property

You and everyone in your application must not have owned or sold private property in the 30 months before you apply. There is no Deferred Payment Scheme, so you pay in stages as the building goes up.

CPF Family Grant for a new EC

For first-timer families, based on household income. The grant goes into your CPF Ordinary Account.

Income up toCitizen + CitizenCitizen + PR
$10,000$30,000$20,000
$11,000$20,000$10,000
$12,000$10,000None
Above $12,000NoneNone

If one of you is a second-timer, it’s the Half-Housing Grant instead. Check the latest amounts on HDB’s EC eligibility page.

Resale levy for HDB upgraders

You pay this if your last flat was bought from HDB or with a CPF Housing Grant. Singles pay half.

Previous flatLevy
2-room flat$15,000
3-room flat$30,000
4-room flat$40,000
5-room flat$45,000
Executive flat$50,000
Executive Condominium$55,000

For the first two years, second-timers can only choose from 10% of the units. There’s another ballot for them two years after launch.

Financing an EC

ECs are bought with a bank loan, not an HDB loan. You can borrow up to 75% of the price, for at most 30 years. The instalment can’t be more than 30% of household income (MSR), and all your debts together can’t be more than 55% (TDSR). Of the 25% downpayment, at least 5% must be cash and the rest can come from CPF. You pay in stages as the building goes up. The Deferred Payment Scheme is no longer offered.
